In response to the rapid growth of the elderly population in Japan, JNA established the Japan Visiting Nursing Foundation in 1994 in order to support JNA members wishing to develop and advance home care services.
The number of visiting nursing stations is approximately 5,500 in 2007. Meanwhile, the long-term care insurance system was introduced in 2000 to responds to society's major concern about aging, the care problem, whereby the public could be assured that they would receive care and be supported by society as a whole.
To prevent non communicable diseases, "health checks and guidance focusing on metabolic syndrome" for the population in the age of 40 years or over, begin to be implemented in 2008 by government. Public health nurses, doctors and registered dietitians evaluate the health check results at three support levels (active, motive and informative) and give guidance according to these levels.
